Angola: África Growth Corporation vs.”presumíveis” parceiros angolanos – que ambiente nacional de negócios?

Washington D.C-Com os perdigotos a expelirem-se por todo campo de confronto público ( nacional ou internacional) e os seus involventes dispostos a irem até às últimas consequências, a briga entre o Executivo angolano e a África Growth Corporation (AFGC) parece estar a tomar contornos arriscados.

O litígio iniciado no Verão de 2017 e através de uma série de declarações prestadas sob juramento por Scott Mortman (Presidente Executivo da AFGC) no Tribunal Distrital dos EUA para o Distrito de Colúmbia, no início de 2018, “pinta uma imagem escura” do que tem vindo a passar ,segundo a The Hill ( Corporação de publicações do Capitólio em Washington D.C).

Na sua publicação de 31 de Outubro de 2018 intitulada “Empresa dos EUA faz campanha de lobby em luta contra Angola”, um assessor do deputado Chris Smith (R-N.J.), Presidente do Subcomitê de Relações Exteriores da Câmara sobre África, Saúde Global, Direitos Humanos Globais e Organizações Internacionais, confirmou que o assunto havia sido “levantado com uma delegação angolana, e que estavam à procura de mais contato com o embaixador de Angola nos Estados Unidos”.

E mais não foi dito sobre o desfecho da contiguidade dessa aproximação… e que “a Embaixada de Angola não respondeu a um pedido de comentários da The Hill”.
Sejam quais forem os trâmites legais recorridos por ambas as partes… se já foram ou não consideradas opções como resolução extrajudicial de litígios,etc., resta-nos,contudo, saber porque terá sido permitido esse assunto arrastar-se até ao presente, quando “esses atos foram cometidos sob o regime de Dos Santos, antes da posse de Lourenço”, como interroga Mortan.

Na sua edição de 24 de Julho de 2018, a Makaangola.org publicou um artigo intitulado “A CAUTIONARY TALE FOR FOREIGN INVESTORS IN ANGOLA”, no qual detalha as desavenças entre a AFGC e os seus presumíveis parceiros…

Com os factos aí apresentados, e agindo de boa-fé, teria assim a Procuradoria Geral da República (PGR)a razão para lançar uma investigação sucinta…

Ora, se o objectivo primordial for aqui a defesa dos interesses nacionais, a PGR tem a obrigação moral de exercer o seu papel papel imparcial e idóneo para que os nossos esforços de bom ambiente de negócios sejam mais cativantes aos potenciais investidores estrangeiros.

The litigation initiated in the summer of 2017 and through a series of statements sworn in by Scott Mortman (Executive Chairman of the AFGC) in the US District Court for the District of Columbia in early 2018 “paints a dark image” of what has come to pass, according to The Hill (Capitol Publishing Corporation in Washington DC).

In its October 31, 2018 publication titled “US Company lobbying against Angola,” an adviser to Congressman Chris Smith (RN.J.), Chair of the House Foreign Subcommittee on Africa, Global Health , Global Human Rights and International Organizations, confirmed that the matter had been “raised with an Angolan delegation, and that they were looking for more contact with the ambassador of Angola in the United States.”

And more was not said about the outcome of the contiguity of this approach … and that “the Embassy of Angola did not respond to a request for comments from The Hill.”

Whatever legal proceedings may be taken by both parties … whether or not options have already been considered as out-of-court settlement of disputes, etc., we still have to know why this subject has been allowed to drag up to the present when ” these acts were committed under the Dos Santos regime, before Lourenco’s inauguration, “as Mortan questions.

In its edition of July 24, 2018, Makaangola.org published an article entitled “THE CAUTIONARY TALE FOR FOREIGN INVESTORS IN ANGOLA” in which details the disagreements between the AFGC and its presumed partners …

With the facts presented therein, and acting in good faith, the Attorney General’s Office (PGR) would have the reason to launch a succinct investigation …
If the primary objective here is the defense of national interests, the PGR has a moral obligation to play its impartial and appropriate role in making our good business environment efforts more attractive to potential foreign investors.
